0 Issues of the day: SBY vies with Jokowi for post-flood spotlight

An response to the current inundation affecting parts of Jakarta, President Susilo Bambang Yudhoyono’s actions in recent days have prompted many to speculate that he is competing with the popular Jakarta Governor Joko “Jokowi” Widodo. After touring areas affected by flooding on a military boat late last week, Yudhoyono stepped up his game on Sunday and held an emergency meeting inside an evacuation point in East Jakarta. 

The highly-publicized event took place inside the Otista Sports Hall in Jatinegara where 1,558 flood victims are currently being housed. During the meeting, Yudhoyono listened to presentations by Public Works Minister Djoko Kirmanto regarding future plans for flood prevention as well as Jokowi and his preventive measures. During the meeting Yudhoyono announced a Rp 2 trillion (US$207.68 million) comprehensive flood prevention project, which would focus on the Ciliwung River, Antara news agency reported.

The idea of making reservoirs south of Jakarta is not new; during the Dutch colonial period, there were already plans, including detailed designs, to convert the area just north of Kebun Raya (Botanical Garden) in Bogor into a lake with a dam that would regulate flood waters. At the same time it could be used to generate power. The whole flooding problem is not really very complicated if certain conditions are met, and the main condition seems to be development of a new mindset.

So much money (borrowed and otherwise) has already been spent on the flooding problem in all kinds of projects (dredging projects, canal construction, etc.). Most of these projects have failed, because of corruption, a lack of capable human resources, a lack of supporting infrastructure, a lack of interdepartmental coordination, a lack of enforcement of rules and regulations, a lack of awareness among the population including its leaders and poor management of waste. The problem can only be solved if these impeding factors are removed.

A flood canal system absolutely strangled with trash to the point of being too choked to handle monsoon runoff? Perhaps it’s time to dredge the system, reinforce the walls of each canal, then seal the system off from public access. Additionally, human habitation of the worst flood zone areas should be prohibited.(It should be child’s play to draw a map of uninhabitable areas of the city now!) This is just plain old common sense. 

It’s not rocket science, its simple flood control protocol. Don’t get scared and run away to Kalimantan boys and girls! Stick around, show some character, be positive role models and solve this city’s problems! Swallow your pride and dignity and accept the generous offers of help from Europe and Japan, of course concessions will have to be made but that’s how progress is achieved in a world community. No one wants Indonesia to be left behind in the dark ages.

I foresee another procurement investigation coming up in the near future. In the end the flood waters will still rage while the funds disappear down the drain into the pockets of the corruptors.
