Douglas Wallace, in a letter to The Jakarta Post on Jan. 23, criticized the construction of the Bali Dewa Ruci underpass. I do not agree with Wallace. The complex sequence of activities to divert major drainage, utilities and traffic in the area is not apparent to the layman. Constructing an underpass around these obstructions is not straightforward and the progress achieved to date is satisfactory.
I did smile at his observation that the workers sit around and the plant appears idle. Every construction site in the world looks like that. Since construction began, traffic has eased to a certain extent with a horde of policemen controlling traffic. One point with which I do agree with Wallace is that the temporary road surface, even by Bali road standards, is poor. I look forward to its completion and relief of the worst congestion in Bali on what is supposed to be a bypass-relief road.
